لفرص المُمكنة بات من الواضح ، بل من من المرجح والثابت لدى المشتغلين في العمل البيئي أن هناك الكثير من المفاهيم الاقتصادية الخاطئة لدى قطاع كبير من المستمثرين وأصحاب المشروعات، وأن السبب الرئيس وراء إحجام أو تقاعس إدارة بعض المشروعات والمؤسسات الصناعية أو الخدمية عن الالتزام بتنفيذ المنهج المحدد لتحقيق الالتزام البيئي، يرجع إلى تردد العديد منهم في تخصيص الميزانيات أو انفاق المزيد من الأموال على التدابير والمتطلبات الفنية والتقنية التي تحتاجها البرامج التنفيذية الملازمة لهذ المنهج، وفي مقدمة مثل هذه المفاهيم الاعتقاد الراسخة بأن تكاليف الالتزام البيئي هي تكاليف مهدرة ولا يمكن تعويضها أو استردادها بشكل كامل أو حتى بشكل جزئي على أسوأ السيناريوهات، ولن تُحَقق أي عائد يذكر على الوضع الاقتصادي والمالي للمشروعاتهم، وأن أولويات الإدارة الرشيدة للمشروعات تستوجب توجيه هذه الأموال، واستثمارها استثماراً نافعاً في تكاليف التصنيع والتسويق للمنتجات النهائية. وهذا بالطبع منافي للحقيقة، بل إن هناك الكثير من الفرص الاقتصادية والمنافع المالية التي يمكن تحقيقها من رحم إجراءات وتدابير تحقيق حالة الالتزام البيئي بالأنشطة والمشروعات، والاستدامة عليها. لذا وجب تسليط الضوء في هذا الكتاب على تلك الفرص المُمكنةُ ذات العائد الاقتصادي التي يمكن لأصحاب المشروعات أن يجنوا ثمارها سواء كان ذلك على المدى القصير أو على المدى الطويل، وكذلك منهج التحول إليها. المؤلف د / أحمد رخا
