نبذة مختصرة عن الكتاب
جاء هذا الكتاب تحت عنوان" الفساد الإداري ودور المنظمات العالمية والعربية في مكافحته: دراسة تطبيقية على تجارب بعض الدول في مكافحة الفساد الإداري".
ولقد حمل هذا الكتاب بين طياته قضية أضحت من أكثر القضايا التي تؤرق الحكومات في مختلف الدول لطالما طالت آثارها مختلف نواحي المجتمع، ولم يسلم من عواقبها الوخيمة أحد؛ فقد تغلغل الفساد في مفاصل الدولة جميعها دون استثناء، من أكثر صوره انتشاراً وهي الرشوة إلى أكثرها خطورة كالاختلاس ونهب مقدرات الدولة، بالإضافة إلى التعدي على حقوق الآخرين من خلال التوظف على أساس الواسطة والمحسوبية وتجاهل معيار الكفاءة والاختصاص.
وجاء هذا الكتاب من خلال مقدمة و ثلاثة فصول و خاتمة، حيث تناول الفصل الأول الفساد الإداري من حيث مفهوم الفساد الإداري وخصائصه وأنواعه ومظاهره، بالإضافة دوافع الفساد و آثاره، أما الفصل الثاني فقد تناول جهود المنظمات العالمية والعربية وتجارب بعض الدول في مكافحة الفساد، بينما تناول الفصل الثالث آليات التعاون الدولي في مكافحة الفساد الإداري وذلك من خلال الرجوع إلى الآليات المذكورة في اتفاقية الأمم المتحدة لمكافحة الفساد، والاتفاقية العربية لمكافحة الفساد.
