يعالج "النظام العالمي" موضوع علاقة الدول والمجتمعات بعضها ببعض، فهو يشمل جميع المجتمعات البشرية التي انتظمت في دول، وتلك التي انتظمت في دول، إلا أن المجتمع العالمي لم يعترف بوجودها، وتلك التي لم تنتظم في دول، والتالي ما زالت على هامش الحياة السياسية الدولية. وبما أن الأكثرية الساحقة في المجتمعات البشرية أو البلدان باتت تشكل دولاً مستقلة، فالنظام العالمي في الزمن الراهن بات نظاماً كونياً تعمل حوالي 200 دولة من خلاله.
وفي هذا الكتاب يتحدث المؤلف "فضل أبو النصر" عن موضوع الحرب والسلم والقضايا المتفرعة عنهما وخاصة قضية النظام العالمي الذي يشق طريقه إلى الوجود بعد انهيار الاتحاد السوفياتي، وانتهاء الحرب الباردة وزوال كل مظاهر المواجهة والعدائي بين الولايات المتحدة الأميركية والاتحاد السوفياتي سابقاً، وهدفه رسم صورة واقعية لوضع العلاقات الدولية، والعالم على مشارف حقبة جديدة، تمثل نمطاً في التفكير والاقتراب من الشأن الدولي، هذه الحقبة الجديدة تمثل بروز رؤية جديدة لما سيكون عليه العالم في المستقبل المنظور.
إن "الإنسان العالمي" يرصد حركة التاريخ واتجاهها بالنسبة للنظام العالمي ويدل إلى المرحلة التي وصل إليها هذا النظام اليوم ويشير إلى ما سيؤول إليه في المستقبل.
وفق تصور الكاتب، إن مرحلة العولمة الراهنة تشويه للعالمية التي تطمح إليها الإنسانية حتى يستوي النظام العالمي العادل. كما وأن الإنسان العالمي هو تجسيد لطموحات المجتمع الدولي ومثله من أجل قيام تعاون ومشاركة حقيقية بين أطراف الأسرة الدولية.
