خلص المجتمعون في الندوة التي عقدت بمنتدى الفكر العربي في 10-11 حزيران/يونيو 2000 والتي جاءت تحت عنوان النظام العربي... إلى أين؟، إلى أن النظام العربي ليس في حاجة ملحة إلى المراجعة والإصلاح فحسب، بل يحتاج أيضاً، إلى فهم ودعم من المنظمات العربية غير الحكومية، والمجتمع الأهلي بعامة. وهذا يتطلب العمل الواعي في تنمية الصلة والتواصل المستدام بين عمل النظام العربي والنشاط الأهلي، في كل الأقطار العربية التي تسعى إلى تحقيق المزيد من الوعي العام، والتطور السياسي اللازم للتعامل مع عصر المعلومة الذي كثر الانشغال به هذه الأيام.
طرح في الندوة الكثير من الأسئلة ونوقش فيها كل القضايا العامة المتصلة بمواقع النظام العربي، وتحديات المستقبل ومخاطره. كما شملت مداولات الندوة طبيعة هذه التحديات والمخاطر، وقدمت أفكاراً خلاقة بناءة، وتوصيات عملية قابلة للتطبيق. إذ توافرت لها الإرادة المشتركة وهذا ما سيطلع عليه كل من يقرأ هذا الكتاب بكامله، ويتأمل في كل ما جاء فيه من تحليل موضوعي، ومكاشفة صريحة صادقة تنظر إلى المستقبل العربي بجدية وتفاؤل.
يحتوي هذا الكتاب على مداولات ندوة منتدى الفكر العربي التي انعقدت بمناسبة الاجتماع السنوي الثالث عشر للهيئة الهامة للمنتدى في القطر الجزائري بتاريخ 10-11 حزيران/يونيو 2000 تناولت الندوة مراجعة النظام العربي القائم والنظر في مستقبل هذا النظام في ضوء المتغيرات الإقليمية والدولية. كما ناقشت بشكل صريح إشكالية النظام العربي بين الهيكلية والإرادة السياسية لدى الاقطار العربية الأعضاء في هذا النظام المؤسسي.
