إن دراسة موضوع هذا الكتاب تستمد أهميتها من خطورة نظام التعويضات الذي فرضه مجلس الأمن على العراق في أعقاب دخوله إلى الكويت في 2 آب 1990 لما له من مساس خطير بمصالحه ومستقبله، لكونه يؤدي إلى اقتطاع جزء من موارده الاقتصادية ويفرض عليه التزامات دولية واجبة التنفيذ، فضلاً عن انعكاساتها على مجمل مبادئ القانون الدولي المتعلقة بالمسؤولية والتعويضات وأحكامه، فالواجب أن يكون هذا النظام سليماً من الناحية القانونية والإجرائية، لأنه يمثل سابقة فريدة في القانون الدولي يجب أن تعمل في ضوء مبادئه وأحكامه، بما يكفل عدم الإضرار بالعراق بوصفه دولة ذات سيادة عضواً في المنظمة الدولية.
ولأجل ذلك تضمن الكتاب ماهية نظام التعريفات المعروض على العراق من خلال دراسة علمية تقويمية قانونية للجنة الأمم المتحدة للتعويضات المسؤولة عن نظام إدارة نظام التعويضات العراقية، من حيث التشكيل والإجراءات والمهام، وكذلك طبيعة ما صور عن هذه اللجنة وأجهزتها من مقررات ومبادئ.
