هذا الكتاب الذي بين يدي القارئ، ليس بأول كتاب وثائقي يصدره "بيت الحكمة"، بل هو ثمرة يانعة أخرى من ثماره، يخدم به التاريخ والعلم والمعرفة السياسية المعاصرة خلال ثلاثة عقود من القرن العشرين، معتمداً على وثائق -إذ لا تأريخ بدونها- تتكون، من حيث الأساس، من تقارير رسمية شهرية أو فصلية أو طارئة، كانت المفوضية الملكية/السفارة العراقية في "أنقرة" أو القنصلية الملكية العراقية العامة في "استانبول" قد أعدتها لتلقي الأضواء على الأوضاع العامة التي كانت سائدة في "تركيا" خلال تلكم العقود... وهي، في معظمها، موسومة بدرجات كتمان "سري" أو "سري للغاية"، وقدر فعتها وزارة الخارجية العراقية إلى أنظار مجلس الوزراء والديوان الملكي العراقيين، حيث عثر عليها بعد ثورة 14 تموز 1958 التي وضعت نهاية النظام الملكي في العراق.
يبحث كتابنا هذا في "تركيا وتحالفاتها السياسية" التي أبرحت مع العديد من الدول المتاخمة لها. وهو يحاول –من خلال الوثائق- أن يوضح الكثير من الأمور التي ربما ظلت مبهمة في العلاقات المتشابكة التي كانت قائمة في حينه.. وأنه لعظم أعداد التقارير المتمحورة حولها، فقد التجأنا إلى تجزئتها ليتضمنها أكثر من كتاب واحد.
