أثير حول صلات الخليفة هارون الرشيد بالإمبراطور شارلمان مساجلة طويلة بين بعض الكتاب الغربيين فوضعوا نظريات خطيرة لتعليل طبيعة تلك الصلات من الوجهتين التاريخية والقانونية. ولما كان هذا الموضوع أكثر مساساً بالحياة الثقافية في تلك الآونة رأى كاتب هذه الدراسة القديمة والنفسية أن يدرس آراء ونظريات أولئك الكتّاب، ثم تناولها بالنقد والتقدير من وجهتيها التاريخية والقانونية.
هذا وقد قسّم الباحث دراسته إلى ثلاثة فصول تحدث فيها بما يلي: الفصل الأول: تضمن الصلات الدبلوماطيقية بين العباسيين والفرنك قبل عهد هارون الرشيد، وجاءت عناوينه على الشكل التالي: 1-الوضع السياسي العالمي في أوائل عهد الخلافة العباسية، 2-الصلات الدبلوماطيقية بين هارون الرشيد وشارلمان وجاءت عناوينه موزعة على الشكل التالي: 1-سياسة شارلمان الخارجية، 2-تناول الرسل بين شارلمان وهارون الرشيد، 3-تبادل الرسل بين شارلمان وبطريق القدس، 4-وفود شارلمان الأخرى إلى هارون الرشيد.
ثم أتى الفصل الثالث ليتحدث عن نظريات في تعليل طبيعة الصلات الدبلوماطيقية بين العباسيين والفرنك. أما عناوينه فهي: 1-نظريات المسيو برييه، 2-نقد الأستاذ جورنسن لنظرية المسيو برييه، 3-مركز شارلمان الشرعي بمقتضى نظرية الأستاذ بكلر، 5-نقد نظرية الأستاذ بكلر هذا وقد ختم الكتاب بكلمة ختامية.
