اتضح للباحث خلال هذه الدراسة المتواضعة، أن أدبيات العمل العربي المشترك تكاد في معظمها تتجه بالنصح والإرشاد نحو النظم السياسية العربية بهدف دفع هذه النظم نحو تغيير أو على الأقل تعديل سياساتها بشكل يساعد على دفع عجلة التكامل العربي إلى الأمام، وإن تفاوتت تصورات السرعة لحركة هذه العجلة من دراسة إلى أخرى.
على رغم ذلك كله، فإن النشاطات التكاملية العربية تتعثر في مسيرتها، ومعظمها لا يتجسد مادياً على أرض الواقع، بفعل السلوك المتعمد والمكرس من قبل الأنظمة العربية وإن تباينت درجات التعمد والتكريس من نظام إلى آخر، فالأنظمة العربية لا تعرقل مسيرة التكامل لأنها لا تدرك أنها تفعل ذلك، بل هي تعرقلها بوعي وتخطيط في أكثر الأحيان، ولن تغير هذه الأنظمة من سلوكها لأنها أسيرة بُناها التي يصعب عيها الفكاك منها لمجرد سلسلة من النصائح التي توجه إليها.
لذا، نرى أن الترشيد للسلوك التكاملي يجب أن يوجه إلى القوى التي ستستفيد من العمل المشترك وتلك التي تؤمن به طريقاً إلى وحدة عربية.
