يجمع هذا الكتاب بين دفتيه الاتفاقيات القضائية بين الدول العربية والأجنبية وضعه المحامي محمود زكي شمس، ليكون مرجعاً للدول والعاملين في حقل القضاء والطلاب، وتسهل العودة إليه عند الحاجة، وقد جاء منظماً وفق التسلسل الزمني للاتفاقيات القضائية التي أبرمتها دول كثيرة مع الجمهورية العربية السورية.
وفي هذا السياق يوضح الكتاب الكيفية التي يتم وفقها الإلزام القانوني الدولي بالتنفيذ، فضلاً عن قواعد تنظيم التنفيذ وإجراءاته في سبيل القضاء على الجريمة والمجرمين عن طريق التعاون الدولي، وحتى لا يتخذ المجرمين من مبدأ سيادة الدولة ذريعة للتغلب من العقاب.
محتويات الكتاب: تعريف التسليم واساسه ومصادره، شروط التسليم إجراءات التسليم، آثار التسليم: يلي ذلك الإتفاقيات المراسيم القضائية المعقودة بين سوريا ودول عربية وأجنبية حول تسليم المجرمين من (عام 1926م- 2003م).
