الهدف من هذه الدراسة هو تشخيص ظاهرة التعريب ومشكلته في بلاد المغرب العربي. وذلك عن طريق شرح أصولها التاريخية وتحليل تطوراتها الموضوعية وإبراز الجهود العملية المبذولة في إطارها وتحديد إنجازاتها الواقعية، وذلك كله وصولاً إلى تحديد المعوقات النفسية والاجتماعية والفكرية والسياسية الخارجية التي تعرقل مسار عملية التعريب في المغرب العربي.
والمنهج المتبع في هذه الدراسة يستخدم أدوات التحليل التاريخية والاجتماعية والنفسية والسياسية، ويدور حول النظرة التحليلية الموضوعية لمختلف مناحي إشكالية التعريب وجزائياتها، وذلك خلافاً للمنهج القطري الذي يدرس ظاهرة التعريب في كل بلد على حدة من بلاد المغرب العربي، فالعماد الفكري لهذه الدراسة هو وحدة مشكلة التعريب في بلاد المغرب العربي، تلك البلاد التي واجهت جميعاً سياسة استعمارية ثقافية فرنسية واحدة في جوهرها، وإن تفاوتت درجة الشدة والقهر من بلد مغرب إلى آخر.
وتسعى هذه الدراسة إلى محاولة الإجابة عن الأسئلة التالية: كيف انتشرت اللغة العربية تاريخياً وحضارياً كلغة حية للعلوم وللفنون؟، هل اللغة العربية كأحد مقومات القومية العربية ودعائمها؟، ما هي المفاهيم الشائعة لعملية التعريب؟، ما هي سياسات الاستعمار الفرنسي المضادة لعروبة بلاد المغرب؟، ما هي العلاقات العضوية بين الحركات الوطنية المغربية والتعريب؟، ما هي مؤسسات التعريب الموجودة حالياً في ربوع الوطن العربي؟، كيف يجري تعريب التعليم في بلاد المغرب العربي؟، كيف يمارس تعريب في أجهزة الإعلام بالمعرب العربي؟، ما هي المعوقات النفسية والاجتماعية، والفكرية الثقافية، والسياسية الخارجية لمسارات عملية التعريب في المغرب العربي؟ وأخيراً، ما هي محددات المستقبل للتعريب في المغرب العربي؟
إنما محاول للإسهام في توضيح وبلورة إشكالية أساسية تعترض الطريق أمام فعاليات الصلة العضوية والرباط الطبيعي والأواصر القومية ما بين بلاد المغرب من جهة، وعموم الوطن العربي من جهة أخرى.
