لقد طرأ تطور كبير على مفهوم الدولة؛ فبعد أن كان دور الدولة الحارسة يقتصر على القيام بمهام الدفاع الخارجي وتأمين النظام العام والعدالة، أصبحت الدولة تتدخل في مختلف نواحي الحياة الاقتصادية والاجتماعية والسياسية، ومع ازدياد تدخل الدولة كان لابد للدولة الحديثة من الاعتماد على الموظفين العموميين لكون العنصر البشري هو حجر الزاوية في البناء الوظيفي، ومنه وضعت مسيرة الحياة، فرغم التطور التقني الهائل ما زال الإنسان هو الأساس الحضاري؛ فهو موجه التكنولوجيا ومسيرها، وبدونه تتحول إلى أدوات جامدة لا حياة فيها ولا فاعلية؛ أضف إلى ذلك أن الدولة بصفتها شخصية اعتبارية لا يمكنها أن تمارس أعمالها إلاّ من خلال أولئك الموظفين العموميين الذين يعبرون عن إرادة الدولة من خلال ممارسة وظائفها وتنفيذ برامجها وترجمة سياساتها إلى الواقع العملي؛ فهم عقلها المفكر وساعدها المنفذ في كل ما تنوى القيام به خدمة للمصلحة العامة، ولربما صح قولنا إن الموظف العام في الدولة يعد كالعمود الفقري في جسد الإنسان؛ فبدونه لا تقوم الدولة، وباستقامته تستقيم، فلا يمكن للدولة أو المجتمع أن ينمو أو يتقدم من الناحية الاقتصادية والاجتماعية والسياسية، إلاّ بتنظيم الوظيفة تنظيماً إدارياً وبشرياً دقيقاً، فالدول لا تتأخر أو تدمر اقتصادياً واجتماعياً بالحروب أو الزلازل أو الكوارث الطبيعية فحسب، وإنما تتخلف إذا ما أصاب جهازها الإداري الفساد المترتب على اختيار غير الأصلح في الوظيفة العامة، وبعبارة أدق إذا أردت أن تطّلع على مدى تقدم هذه الدولة أو تلك، فانظر إلى جهازها الإداري، وما يرتبط به من نظم قانونية؛ فهو ينُبئك عما إذا كان متقدماً أو متطوراً فهو إذن مقياس حقيقي لمدى تطورها.
