نشأت الاعتمادات المصرفية وتطورت في البلاد الانجلوسكسونية ثم انتشرت في أوروبا وبقية أنحاء العالم. وكان أول من استعمله الحكام المحليون للحصول على سلف لتأمين مرتبات خدمهم. وتعود أول صورة من صور الاعتمادات المصرفية التي وصلت إليها إلى سنة 1201. وقد نشأت الاعتمادات المصرفية تلبية لحاجات التجار الذين يحتاجون لأموال ينفقونها خارج بلدهم في شراء ما يحتاجون إليه من بضائع دون أن يضطروا لنقل الأموال معهم في ترحالهم وتحمل مخاطر ذلك. وقد ازداد استعمال هذه الاعتمادات على نطاق واسع منذ القرن الثامن عشر بعد الثورة الصناعية الكبرى في أوروبا وخاصة في بريطانيا بغية تمويل التجارة الخارجية وبشكل خاص تجارة القطن. بحيث أصبح الاعتماد المستندي الوسيلة الأولى في تمويل التجارة الخارجية منذ الحرب العالمية الأولى واتساع نطاق التجارة الخارجية بين الولايات المتحدة الامريكية ودول العالم القديم، وخاصة أوروبا، على شكل مواد أولية أو مصنعة، وبسبب تقدم المواصلات واقبال بعض التجار الذين لا يرتكز لثقتهم التجارية على المبادلات الدولية على سبيل المغامرة، وتقلب سعر الخصم الحاد بسبب الأزمات الاقتصادية التي عمت العالم كله.
