وضع المؤلف هذا الكتاب عن جذور الفكر الديمقراطي في العراق الحديث للمدة ما بين الحربين العالميتين. والمؤلف يذهب إلى أ ن الإلمام بمسألة جذور الفكر الديمقراطي في العراق أمر في غاية الصعوبة، فهي جذور ذات إيقاعات مختلفة وكثافات متنوعة وذات استمرارية وانقطاع مشتتين في كلا المناخين الفكريين الموروث والمقتبس.
ويشير المؤلف إلى أن الفكر الديمقراطي في الغرب قد اقترن بوجود الطبقة البرجوازية الأوروبية، وقد شكل وجود هذه الطبعة عنصراً لازماً لوجود مثل هذا الفكر.
