تحاول الأقسام الأربعة المتكاملة لهذا الكتاب استكشاف نشوء الدولة في الوطن العربي وأسسها وتأثيراتها واستقرارها. وقد خصص القسم الأول لتحليل الأسس التاريخية والثقافية لهذه الدولة. كما تناول القسم الثاني اقتصاديات الدولة العربية، في حين تناول القسم الثالث نظم الرقابة والمشاركة فيها، وعالج القسم الرابع الاندماج الإقليمي والسياسات العربية. وجاءت هذه الدراسة نتيجة لمجهود جماعي بذله معهد الشؤون الدولية (إيطاليا) على مدى ثلاث سنوات، وجعل عنوانه "الأمة والدولة والاندماج في الوطن العربي"، وتعاون المعهد في هذا العمل مع كلية بانتيوس للعلوم السياسية في أثينا، التي نظمت ندوتين دوليتين أتاحتا لمؤلفي فصول الكتاب المختلفة فرصة الاجتماع معاً وإجراء مناقشة بالعمق لأفكارهم.
