يحتوي هذا الكتاب حصيلة الوقائع الكاملة لبحوث وتعقيبات ومناقشات ندوة "أزمة الديمقراطية في الوطن العربي"، وهي الندوة التي نظمها مركز دراسات الوحدة العربية، وانعقدت في ليماسول-قبرص خلال الفترة 26-30 تشرين الثاني/نوفمبر 1983. وقد شارك فيها ما يربو على السبعين من الباحثين والمفكرين والسياسيين العرب.
إن أزمة الديمقراطية في الوطن العربي لم تعد بحاجة كبيرة للتدليل عليها، فالوطن والمواطن العربي يعيشان ويئنان تحت وطأتها معاً. لم تعد الديمقراطية -وبغض النظر عن الاختلاف في التسميات وفي حدود المفاهيم العامة الأساسية لها، التي هناك اتفاق عام عليها-لم تعد قضية ترف فكري لفئة من المثقفين والمفكرين العرب، بل إنها أصبحت قضي حياتية للمواطن العربي المقهور، يعيش أزمتها وتؤثر عليها، ولو بدرجات متفاوتى، وتتعلق بيومه وبغده، وبعيشه وبكرامته، بأمنه ومستقبله، وبوطنه وأمته معاً. لذلك أصبحت قضية الديمقراطية، مطلباً شعبياً أكثر إلحاحاً من أي مطلب آخر في الوقت الحاضر.
وإضافة إلى المواطن، فإن أزمة الديمقراطية تلف الوطن أيضاً بحكوماته وأنظمته. فبسبب غياب المشاركة السياسية عموماً وعدم إتاحة الفرصة لممارسة حقيقة للشعب في حقه ودوره في اتخاذ القرارات الأساسية والمصيرية، فإن معظم الوطن العربي مشغول بانقسامات أنظمته وحكامه وضغائنها وصراعاتها مع بعضها ومصالحها الذاتية الضيقة، متخطية كل القيم والحرمات القومية التي ما كان من الممكن لحاكم عربي أن يتخطاها لو كانت هناك مشاركة سياسية أو رقابة شعبية حقيقية.
يمثل هذا الكتاب محاولة جادة في توضيح أبعاد مشكلة لديمقراطية في الوطن العربي وتلمس الحلول لها.
