تطورت وسائل الاتصال وتقنيات الحاسوب تطوراً كبيراً في العقد الأخير من القنر العشرين وبدايات القرن الحادي والعشرين من خلال شبكة الانترنت والتي حولت العالم إلى حيز صغير، كما شهدت تلك السنوات تطورات متلاحقة في الكثير من مناحي الحياة، ومنها التعليم، وأدت إلى تغييرات كثيرة في أساليب ونظم التعليم، وشيوع العديد من التطبيقات التربوية والتعليمية كالتعليم الإلكتروني، والتعليم عن بعد، وظهور العديد من المؤسسات التعليمية من مدارس وجامعات تعتمد على التقنيات الحديثة في التعليم والتعلم.
وقد استثمر التعليم التقدم التكنولوجي والمعرفي من خلال تأسيس تعليم إلكتروني مرن ومتفاعل يمكّنْ المتعلم من الوصول إلى المعلومة بأقل جهد وتكلفة، كما تغيرت المناهج والمقررات التعليمية بما يتناسب والتخصصات المستحدثة، مع خضوع تلك المناهج والمقررات لمعايير الجودة العالمية التي تحدد طبيعة المحتوى والمنهج التعليمي.
إن تكنولوجيا التعليم والتعلم الإلكتروني آخذة في التوسع والانتشار في العالم المتقدم والنامي، سعياً لتحقيق طفرة تعلمية تساهم في تحديث اقتصادات الدول النامية بشكل خاص من خلال إنتاج رأس مال بشري يساهم بشكل فعال في النمو الاقتصادي وهو ما يشكل الأساس لاستراتيجية ترمي إلى تحقيق النمو المستدام.
ولتحقيق النمو الاقتصادي لا بد من استغلال كافة الموارد المتاحة سواء أكانت مادية أم بشرية، وإن مردود الاستثمار البشري يفوق المردود في رأس المال المادي، من خلال الاستثمار في التعليم والتعلم الإلكتروني، إذ يعتبر النمو الاقتصادي المحرك الأساس في تحسين المستوى المعاشي واستحداث آليات من شأنها تعظيم المنافع وتقليل التكاليف وبالتالي زيادة الدخل القومي، وارتفاع نصيب الفرد منه.
يركز الكتاب على إعطاء صورة واضحة في التعليم الإلكتروني وإلقاء الضوء على أنواعه وأهميتها وأهدافها، وكذلك مميزاته ومعوقاته، فضلاً عن مكونات وأدوات هذا التعليم، بالإضافة إلى دراسة تجارب تطبيقات منظمة التعليم الإلكتروني، وكذلك دراسة قياسية عن تأثير هذا النوع من التعليم على الأداء الاقتصادي لدول مختارة من خلال الأطر العملية لأجل إكمال المنهج العلمي.
