موضوع هذا الكتاب هو تاريخ قضية الأثوريين في العراق، وما أثارته من مشاكل سياسية وإدارية واجتماعية تخطت حدود العراق في المحافل الدولية وقطاعات في الرأي العام الأوروبي، كما استأثرت باهتمام دولة العراق منذ تأسيسها في عشرينات هذا القرن العشرين وحتى الانفجار المأساوي الدامي في صيف عام 1933.
ورغم قدم الموضوع وعفاء أكثر من نصف قرن على أحداثه، فإن مبرر إعادة البحث فيه ليس التذكير أو التعريف فحسب، بل لأن الحدث الأثوري كان بأسبابه ودوافعه وبسير أحداثه ونتائجها، وعلى المدى القصير والمدى البعيد، أول وأخطر صدع في الكيان السياسي العراقي الناشء وقت ذاك، ثم ظلت الصدوع والخروق تتوالى وتتسع وتتطور حتى عامنا هذا، عام 1999، حيث بلغت ذروتها ومداها فبلغ السيل الزبى واتسع الخرق على الواقع.
ولهذا السبب فقد خرج البحث عن كونه تاريخاً لحدث عابر إلى كونه تشخيصاً تاريخياً للأعراض الأولى للعلل السيسية التي نفذت جراثيهما إلى الجسم العراقي وبدأت تنخر فيه وتفتك به.
ومن هذا المنطلق يصح أن يكون هذا البحث "قراءة جديدة" للأحداث لا تكتفي بظواهرها فقط بل تتعداها إلى سبر لتستقرأ أثارها على العمل السياسي بل والفكر السياسي في العراق.
وقد حرص السيد عبد المجيد القيسي مؤلف هذا الكتاب على الإلتزام بهذا النهج في البحث والاستقراء والاستنتاج. وقد أعانه على عمله هذا حس تاريخ مرهف وإلمام شامل بأحوال العراق وتاريخه السياسي الحديث وطبيعة تركيبته الاجتماعية المعقدة.
