لا تختلف مسألة الآشوريين عن غيرها من مسائل الأقليات في المنطقة إلا بحسب وجهة النظر التي تتناول هذه الأقلية وتحاول فهمها، وكيفية التعامل معها... أما الآشوريون، الأقلية الأقدم بين شعوب بلاد ما بين النهرين، فكيف يُنظر إليهم، ولا سيما من قبل النخبة العراقية الحاكمة. وبمعنى آخر، كيف تنظر "العقلية العراقية" إلى مسألة الآشوريين، وكيف جرى التعامل معهم عبر قرن من الزمان ابتداءً من الحرب الكونية الأولى وحتى اليوم، مروراً بالنزاع البريطاني العراقي ونشوء الكيان السياسي للعراق.
يعرض هذا الكتاب كيفية فهم العقلية العراقية لمسألة الآشوريين، انطلاقاً من تحديد مفهوم الفكر العراقي، ومن خلال عرض لنماذج من هذا الفكر، ومواقف الأحزاب السياسية، وخاصة موقف حزب البعث الحاكم من مسائل الآشوريين والأقليات عموماً.
تُناقَش هذه الأمور من ضمن مفهوم "الاختلاف المشروع" وقبول التعددية الفكرية، بعيداً عن الإطلاق والشمولية والعداء السافر، وذلك من وجهة نظر آشورية تحاول أن تسهم في بناء المجتمع الإنساني المعاصر؛ "المجتمع الذي تنشده كل الشعوب المحبة للحرية والسلام".
