• حصل على البكالوريوس من كلية التجارة بجامعة الملك سعود بالرياض عام 1963.
• تلقى تعليمه العالي في الولايات المتحدة الأمريكية فحصل على شهادة الماجستير في الإدارة من جامعة منيسوتا عام 1966، ثم حصل على شهادة الدكتوراه في الإدارة العامة من الجامعة الأمريكية بواشنطن في مطلع عام 1970.
• تدرج في السلك الأكاديمي فحصل على درجة أستاذ عام 1979.
• عمل عميداً لكلية التجارة , وكلية العلوم الاجتماعية , وكلية الدراسات العليا، مستشار في عدة هيئات علمية, وعضو في هيئة تحرير المجلة العربية للإدارة, ومجلة العلوم الاجتماعية.
• له العديد من المؤلفات والدواوين الشعرية.

لقد تطورت مفاهيم الإدارة وأساليبها ووسائلها تطوراً كبيراً، وانطلقت من الأطر التقليدية إلى فضاء واسع، من خلال نظم الاتصال والمعلومات، بحيث ساعد ذلك في تطوير اتخاذ القرار، الذي هو محور الإدارة ذاتها، بالاعتماد على رصيد معرفي هائل وخيارات متعددة وتقييم علمي تقني لهذه الخيارات، يؤدي إلى الخيار الأنسب والأمثل.
لقد دخلت أقطار الخليج العربية إلى العصر متأخرة ومكّنها الترف النفطي من اقتناء آخر صيحات الحضارة المعاصرة وأحدث نتاجاتها، وفي هذا الكتاب حاول المؤلف الأخذ بعدد من المفاهيم والأساليب والوسائل، بما فيها الإدارية منها؛ وقد أتيح للإدارة أن تكون حقلاً معرفياً من بين حقول المعرفة في جامعات حديثة النشأة والإعداد والتكوين. ويبين المؤلف بأن الإدارة بقيت بعيدة عن كونها محور اهتمام حقيقي على الصعد كافة، رغم ما يعلن عن محاولات الإصلاح الإداري الذي هو في أكثر الأحيان شعار يحتاج إلى برهنة، لأن التخلف الإداري يجثم على ساحات هذه الأقطار، لكن الإصلاح الإداري يظل في المحصلة النهائية ضرورة حتمية لا بد منها.
