أسهمت ظاهرة الهجرة في تطوير مختلف جوانب الحياة الإنسانية وإثرائها بروافد متجددة من فكر وإضافات وابتكارات المهاجرين للدول التي هاجروا إليها، ولم يعد الاهتمام بقضايا الهجرة والمهاجرين قاصراً على المستوى الوطني أو الإقليمي فحسب، بل تزايد هذا الاهتمام على المستوى الدولي، ولاسيما فيما يتعلق بحقوق المهاجرين وواجباتهم ومشكلات اندماجهم في مجتمعات الهجرة، والهجرة غير الشرعية.
يركز هذا الكتاب على هجرة العرب والمسلمين إلى دول الاتحاد الأوربي، ويتناول دوافع الهجرة وبخاصة العوامل الديمغرافية منها، وأهم المشكلات المتعلقة باندماج المهاجرين العرب والمسلمين بصفة خاصة في مجتمعات الهجرة الأوربية، التي يتبع أغلبها سياسات بشأن المهاجرين تعتمد إما مفهوم "الاندماج" أو "الاستيعاب". ويدرس القضايا الجديدة للهجرة التي برزت بعد أحداث الحادي عشر من سبتمبر؛ كالربط بين الهجرة والمهاجرين ومشكلات الإرهاب، وفرض قيود على انسياب الهجرة الطبيعية من منطقة إلى أخرى في العالم، ويتناول مغانم الهجرة ومغارمها، ويبحث في حقوق المهاجرين بين ضغوط العولمة والتطور الدولي السياسي والتشريعي لحمايتها.
