للمجتمع الأهلي دوراً في تذكير أجهزة الدولة بمسؤولياتها الأمنية، والمتابعة معها والرقابة عليها، والتعاون معها من أجل إنجاز وظائفها بالمستوى المطلوب. وهذه الصفحات بين يدي القارئ هي استنهاض للدور الأهلي في حفظ أمن المجتمع وحمايته، كتبها حسن الصفار ورقة بحث مقدمة لمؤتمر (الأمن الاجتماعي.. تطلعات وتحديات) الذي انعقد بتاريخ 17-19 شوال 1428هـ الموافق 29-31 أكتوبر 2007م في المنامة عاصمة مملكة البحرين تلبية لدعوة تلقاها من الجهة المشرفة على المؤتمر وهي المجلس الأعلى للشؤون الإسلامية في البحرين.
وأسوأ ما يواجهه الإنسان أن يشعر بالخوف على نفسه أو ماله أو عرضه من داخل مجتمعه، وتلك هي الحالة المرعبة التي تخشى مجتمعاتنا من الوصول إليها، في ظل تصاعد الجريمة والإنحراف، بعد أن كانت هذه المجتمعات تعيش مستوى تحسد عليه من الأمن الاجتماعي والاستقرار الداخلي. وإذا كانت الدولة مسؤولة بالدرجة الأولى عن حفظ أمن المواطنين، فإنها لن تستطيع مهما أتيت من قوة أن تنجز هذه المهمة بعيداً عن مشاركة المواطنين وتحملهم للمسؤولية إلى جانب الدولة على هذا الصعيد. بل إن للمجتمع الأهلي دوراً في تذكير أجهزة الدولة بمسؤولياتها الأمنية، والمتابعة معها والرقابة عليها، والتعاون معها من أجل إنجاز وظائفها بالمستوى المطلوب.
