وفي الفصل الثاني تم تقديم لمحة تاريخية عن المشكلات التي كان يعاني منها الأصم في القوانين القديمة، فتم التحدث عن القانون الروماني وقتله للأصماء، والقانون الإنكليزي الذي ميز بين الصم الولادي والإصابة اللاحقة بالصم، فالأول حرمه من حقوقه المدنية والثاني أعفاه من المسؤولية، غير أنه لم يعفى الولي من المسؤولية من أفعاله... وفي مرحلة لاحقة تحدث الكتاب عن تعليم الطفل الأصم، أساليب التعليم والاتصال البيئة الدراسية والمواد الدراسية، أساليب التنفيذ، لغة الإشارة، قراءة الشفاه، التدريب النطقي، المحادثة والتعبير، القراءة والأناشيد.
أما في الفصل الثالث والأخير فتم التحدث عن الاختبارات التي تجري للأصم لتحديد مستوى حالته السمعية، كما وتم إدراج بعض النماذج الاختيارية في مادة المحادثة لصف روضة ثانية، إلى جانب هذا ثم إلحاق النماذج ببطاقة مخصصة للمولود الأصم...
