إن المسألة الديموقراطية تأتي في طليعة العناصر المكونة للمشروع الحضاري النهضوي العربي، ذلك أن الديموقراطية أصبحت ضرورة من ضرورات العصر بوصفها الإطار اللازم لتمكين أفراد المجتمع من ممارسة حقوق المواطنة من جهة، وتمكين الحاكمين من الشرعية التي تبرر سلطتهم وحكمهم من جهة أخرى. وبهذا يمكن إعتبارها بمثابة "القاطرة" التي تدفع المشروع العربي إلى الأمام على أساس عقد إجتماعي-قومي-ديموقراطي جديد.
يأتي هذا الكتاب في هذه الإطار الذي يضم عدداً من الدراسات التي ترحب بمفهوم الديموقراطية، سواءً الديموقراطية الليبرالية أو الديموقراطية في العالم الثالث، وكذلك عملية التمول الديموقراطي وعوائقها وإمكاناتها. وتركز هذه الدراسات بشكل خاص على إشكالية الديموقراطية والمجتمع المدني، هادفة إلى جعل الديموقراطية في الوطن العربي محصلة للفعل الاجتماعي العربي نفسه.
ونظراً لأهمية القضايا المتشعبة المرتبطة بالمسألة الديموقراطية، فقد تم تقسيم هذا الكتاب إلى ثلاثة أقسام رئيسية: الأول "في مفهوم الديموقراطية"، والثاني "التحول الديموقراطي في الوطن العربي"، أما الثالث فهو بعنوان "مستقبل الديموقراطية..عربياً ويبحث في إرساء منهج لإستشراف مستقبل الديموقراطية من خلال عمليات التحول الجارية حالياً في غير قطر عربي.
