لم يستمر فارس في عرض انطباعه عن أنظمة الحكم وما يجب أن يكون عليه أو لا تكون، فقد عاد من جديد ليخبرنا بأن العامين اللذين قضاهما في مؤسسة صناع القرار كانت أعواماً مثمرة له شخصياً، فقد زود بالكثير من المعرفة والخبرات التي لم يقف عليها من قبل، كما أنه بدوره قدم للمؤسسة شيئاً من جهوده المتواضعة التي ساهمت في إنارة الطريق أمام بعض القرارات الشعبوية، لكن بقاءه في هذه المؤسسة لم يستمر طويلاً، فقد تم فقده بناء على طلب من بيده القرار إلى مؤسسة تنفيذ المراسيم والقرارات كمستشار.
يقول فارس في هذه المؤسسة القيادية التنفيذية قضيت خمس سنوات لم أجد نفسي فيها كما كنت عليه من السابق. فقد أصابتني حالة من الكسل الفكري والخمول في الذاكرة بسبب قلة العمل وكثرة عدد المستشارين من داخل المؤسسة وخارجها، بجانب مراعاة ظروف وحساسية أجواء العمل. فقد وجدت نفسي في وظيفة وجاهية لا تنسجم مع ذاتي وشخصيتي كناشط في مجال العمل السياسي والمدني والانساني، حيث كنت حينها عضواً في المكتب السياسي لإحدى التنظيمات السياسية الكبرى والهامة في بلدي. كما تصدرت مجالس إدارات في أكثر من جمعية أهلية تعنى بحقوق الإنسان والعمل الاجتماعي ومتابعة الشأن العام وهي جميعاً مواقع تتعامل مع القضايا السياسية والإنسانية الساخنة في المجتمع.
