التسامح يعرف بضده التعصب ومصدر التعصب في التاريخ الإنساني وهو عصب الفكرة الشمولية الأحادية سواء كانت دينية أو وضعية ونجد التسامح بمعناها العالمي استناداً إلى الإعلان العالمي لمبادئ التسامح في الاحترام والقبول بالآخر، وتقدير ثراء التنوع الحضاري في الثقافة الحضارية والمحلية والعالمية، وهو يعزز بالمعرفة واختلاف الآراء وكثافة الاتصال وتأصل حرية التفكير والمعتقد.
وحسب الإعلان العالمي، وهو تناغم الاختلاف أي ائتلاف الاختلاف إذ ليس فقط واجباً أخلاقياً إنما مطلب سياسي وقانوني: فالتسامح ممارسة فردية وجماعية ورسمية من قبل الدول والأفراد ومسؤولية تدعيم حقوق الإنسان والتعددية والديمقراطية وحكم القانون وذلك يقتضي رفض كل مظاهر الاستبداد والحكم المطلق.
وبترسخ مفهوم التسامح يعني أن المرء حر في أن يتمسك ويتقيد بقناعاته مع قبوله قناعات الآخرين ومع الحق في الاختلاف الطبيعي في قيمهم وسلوكهم ومواقفهم وأن لا يفرض الرأي الواحد على الآخر!
ومن هنا تكمن أهمية الدعوة إلى تأصيل سياسة التسامح في قوانين وثقافة المجتمع لمكافحة مظاهر التعصب الديني والقومي والوطني ورفض الإقصاء والإبعاد والتهميش والتمييز بكل أنواعه وألوانه.
