يتوصل قارئ هذا الكتاب منذ صفحاته الأولى إلى حقيقتين يعمل المؤلف على تعزيزهما بالبيانات والشواهد كلما مضى في بحثه قدماً: إن دستور الجمهورية الإسلامية كلما ابتعد عن الموضوعات الديمقراطية المعروفة ازداد قرباً من المنطلقات النظرية للحكم في الإسلام. بصرف النظر عما إذا كانت التطبيقات التشريعية، ديمقراطية أم لا، تخدم أكثرية الشعب من (المستضعفين) أم تضر بمصالحها، فإن وسائل إقرار هذه التطبيقات كانت أبعد ما تكون عن الديمقراطية. وقد أوضح الكاتب هدفه من تأليف الكتاب وبين طريقة بحثه واستعرض مصادره وكيفية انتفاعه منها، وسيجد القارئ، كلما تقدم في قراءة الكتاب، مدى الجهد الذي بذله الدكتور شيرازي في جمع وتحليل المعلومات التي رافقت عملية إعداد دستور الجمهورية الإسلامية منذ الأيام الأولى للأحداث العاصفة- قبل أكثر من عشرين سنة- التي توصلت لتتمخض عما صار يعرف بالثورة الإسلامية، وحتى تعديل الدستور بعد مضي عشر سنوات على إقراره، فعملية التعديل ثم تطبيقاتها.
هذا ويعد هذا الكتاب ترجمة معتمدة رسمياً للدستور الإيراني. ويبرز من خلاله التناقضات العديدة في ذلك الدستور والتي منها التناقض بين مشروع الدستور الإسلامي والعناصر العلمانية غير الإسلامية. والتناقض أيضا بين عناصر الديمقراطية وغير الديمقراطية الناشئة أساساً عن الصراع بين فكرتي سيادة الشعب من جهة وسيادة الفقهاء الإسلاميين من الجهة الأخرى وهي سيادة يمارسها الفقهاء بوصفهم ممثلين لله. وهناك تناقض أيضا بين العناصر القانونية الإسلامية في الدستور والتي تدعم الحكم الديني والعناصر الإسلامية المضادة للحكم الديني.
