من المعروف بالمسألة المردودات التي تدفعها المصارف لأصحاب الودائع من أهمية، اكتسبتها من التناقض القائم بين قطعية حرمتها، وبين ما يصدر من آراء عن تحليلها بمختلف الذرائع، فلا غرو أن تكثر التساؤلات عنها. وقد تكون لما تتناقله الألسنة من فتاوى دور في توارد الاستفسار بين الحين والآخر عنها. غير أن عاملاً محلياً كان له الأثر الأكبر في تزايد تلك التساؤلات، هو فتوى صادرة عن سماحة الشيخ "رامز الملك"، مفتي طرابلس، لبنان. بالوكالة، تقول بحل تلك الفوائد وأنها ليست من قبيل الربا المحرّم. غير أن المفتي ما لبث في وقت لاحق على إصدار فتواه أن تراجع عنها هذه محرماً ما أحله قبلاً.
وفي هذا الكتاب وقائع الندوة أو الجلسة التي جرت بين رجلين من أهل العلم وهما الشيخ "رامز الملك" مفتي طرابلس. لبنان والشيخ "عثمان عبد القادر رصاني". والتي دار الحديث فيها حول فتوى مفتي طرابلس، وفيها يوضح الشيخ رامز الملك أسباب فتواه، ونقط الاشتباه التي وقع بها، والتي استند إليها في رأيه السابق وكذلك الأسباب التي دعته إلى الرجوع عن فتواه السابقة والتي أحل بها الربا.
