يطمح هذا الكتاب إلى إنتاج دراسة شاملة على مستوى الوطن العربي (عابرة للحدود القطرية الضيقة) يقوم المؤلف من خلالها بدراسة الوسائل الإعلامية العربية عام إلى الوصول إلى بعض الأحكام والإستنتاجات العامة.
ولقد اعتمد المؤلف في هذه الدراسة على تقصي بعض الملامح والسمات المهمة التي تعد أنها أساسية ولازمة البناء النظام الإعلامي في كل بلد وتحدد طبيعة وخصوصية الممارسات الإعلامية فيه، وهي طبيعة القوانين والتشريعات الخاصة بتنظيم عمل الصحافة والإعلام، وطبيعة العلاقة بين السلطة والمؤسسات الصحفية، ونوع الملكية للمؤسسات الصحفية والإعلامية (خاصة أو عامة، مملوكة للدولة أو لأفراد وطنية محلية / أو خارجية)... إلخ، ومن خلال تقصي هذه السمات الرئيسية المشتركة بين البلدان العربية التي شملتها الدراسية (ثمانية عشر بلد عربي)، وبحث طبيعة الممارسات الصحفية التي تنشأ نتيجة لهذه العوامل، وذلك بهدف تكوين نظري جديد مختلف نوعاً عن ما هو شائع ودارج، لطبيعة الأنظمة الإعلامية في الوطن العربي.
