إن التقدم التكنولوجي الحاصل في يومنا هذا، والسباق إلى إنتاج أفضل أنواع البرامج أصبح واقعاً ملموساً. لذا كان لا بد من مواكبة هذا التطور في مجال المعلوماتية الإلكترونية. انطلاقاً من هذه الحاجة يأتي هذا القاموس الذي يمثل حجر الأساس في مكتبة إلكترونية متفاعلة ذات أهداف عامة وخاصة متفاعلة فيما بينها قابلة لأن تكون مبرمجة.
تلك البرامج يتطلب تأليفها تصميماً معيناً، لذا اعتمد القاموس على برنامجين: 1-اعتماد لغة HTML ضمن برنامج المساعدة الجديد الخاص بالويندوز 98، 2-اعتماد نظام المساعدة العام للويندوز 95/98. بذلك يمكن الحصول فقط على المعلومات (DATA BAST)، ولن يكون هناك حاجة إلى عملية الإنزال Programs Installation، أو إلى ملفات عديدة ضمن Hard Disk أو إلى وقت لتعلم كيفية استعمال القاموس والأهم من ذلك سيكون بالإمكان استعمال القاموس ضمن جميع البرامج ضمن النصوص المؤلفة على الورد Word Programs أو برنامج الأكسل Exel، أو برنامج Visual Basic، أو برنامج الـ ++C، إلى ما هنالك من برامج.
إذن فالقاموس ليس قاموساً جافاً، بل متفاعل، وهذا ما يميز هذا القاموس عن القواميس الأخرى وهو السهولة والفعالية، وإمكانية استعماله ضمن النصوص الخاصة أو ضمن البرامج الخاصة. ويوجد ضمن القرص المرفق بهذا القاموس الملف التوجيهي Word حيث يحتوي نصاً متفاعلاً بسيطاً يبين كيفية استعمال القاموس.
