جاء هذا الكتاب موزعاً على أقسام ثلاثة: القسم الأول تحت عنوان "الإنسان والبيئة"، القسم الثاني تحت عنوان حقوق المواطن وواجباته في إطار الحريات العامة". إن مشكلة تلوث البيئة والآثار المترتبة عليها والناجمة عن سوء استخدام الموارد الطبيعية المتجددة، وغير المتجددة، واستنزاف المقومات الأساسية في الطبيعة وما يترتب على ذلك من تخريب للتوازن الأيكولوجي، تعتبر أم المشاكل التي يواجهها العالم المعاصر. والإسراف في استنزاف هذه الموارد والمقومات، ترافق مع تفجر الثورة العلمية-التكنولوجية التي أحدثت قفزات هامة وتغيرات نوعية في المستويات المادية، والإنتاجية، والاستهلاكية للمجتمعات الحديثة. إن الحرص على مستقبل آمن للبشرية، يتوقف اليوم بشكل حاسم على توفر الطاقة الضرورية للحياة، فنحن نحتاج إلى الطاقة للاستخدام الصناعي-المنزلي، وبكميات تتزايد مع كل زيادة تطرأ على النحو السكاني، والمدني-فنصف سكان العالم يعيشون في مدن. لهذا ينبغي علينا نحن البشر، أفراد وشعوب، ومجتمعات، ومؤسسات، منظمات وجمعيات أهلية وحكومية ودولية، العمل معاً وبشكل فعال، على اتخاذ إجراءات عاجلة وفعالة، ووضع استراتيجيات تعالج على المدى البعيد "الجوانب السلبية والمدمرة" للثورة العلمية التي أحدثتها في البيئة الكونية.
