الكتاب يقدم منهجاً رائداً في تناول الأدبيات المطروحة في مجال التنمية عامة، والتنمية السياسية خاصة، ويقدم فهماً وتحليلاً للأسباب التي أدت إلى إخفاق النظريات والنماذج الغربية في التنمية نابعة من الأصول المنزلة، ويضع إطاراً للحركة السياسية التي تحقق الاستخلاف والعمران.
كما يعتبر الكتاب تأريخاً وتحليلاً للتراث الإنساني من خارج أرضية الغرب، إسهاماً في بناء مدرسة فكرية تعيد علوم الأمة -الاجتماعية والإنسانية- إلى أصولها الإسلامية.
يتناول الكتاب في فصله التمهيدي رؤية نقدية للكتابات العربية في التنمية، ويضع إطاراً تحليلياً بديلاً لدراسة التنمية السياسية التي تعبر عن المنظور الحضاري الإسلامي، ثم يتعرض للمصادر الفكرية اليت هي وراء نظريات التنمية السياسية المعاصرة فيفرد لها في الفصل الأول مباحث ثلاثة عن الاستشراق والإنتروبولوجيا ونظريات النماء المجتمعي. وينتقل في الفصل الثاني إلى ربط مفهوم الاستخلاف في الأرض بالتنمية السياسية، مستعرضا المسلمات والمفاهيم والغايات.
ويخصص الفصل الثالث للوسائل الثقافية والمؤسسية والاقتصادية والتكنولوجية في دراسة مقارنة بين نظريات التنمية السياسية ومفهوم الاستخلاف. مختتماً بتقديم البديل الإسلامي للتنيمة السياسية حول الاستخلاف والعمران البشري.
واستكمالاً للمنهج والمضمون، وثق الباحث كتابه بفهارس الآيات القرآنية والأحاديث النبوية وقائمة المراجع.
