من الشعارات البرّاقة التي شاعت خلال العقدين المنصرمين في البلدان النامية، ومنها بلداتنا العربية، شعار "التنمية السياسية" الذي روّجت له الإدارات الأميركية المتعاقبة تحت ستار نشر الديمقراطية في العالم العربي، وإجراء إصلاحات واسعة النطاق في مختلف الميادين: الإقتصادية، الإجتماعية، الثقافية، والسياسية طبعاً، لتجاوز حالة التخلّف واللّحاق بركب العصر بحسب إدعاءاتها.
لكن هذا الشعار الذي تمّ إقحامه بشكل مصطنع وتصويره كما لو كان حدثاً فاتحاً لعهد جديد أو تطوراً مذهلاً في الحراك السياسي وإستجابة طبيعية لسنُن التقدم والتحديث، لم يتعدَ وجوده سطح الظواهر والإهتمامات، برغم إستحداث وزارة خاصة بالتنمية السياسية في بعض البلدان، ولم ينل قسطاً ولو بسيطاً من إهتمام العاملين في الحقل السياسي العام.
وبقي الإلتباس والغموض يكتنفان هذا البرنامج الحكومي الدخيل على نحو شامل، فلم يتم التعامل مع "التنمية السياسية" كعملية مجتمعية واعية وموّجهة، وكإنعكاس لتطور الواقع الموضوعي، الإجتماعي والإقتصادي، وحصيلة متحققة في مسار الصراع الحقيقي، ومن هنا ظهرت الأوهام حول التنمية السياسية المنشودة من جراء تقديمها بصورة تبسيطية وتخطيطية كنظام من التصوّرات في أذهان الناس ومخيّلاتهم، وليس كعملية عضوية تجري داخل خلايا المجتمع نفسه.
يتناول هذا الكتاب تلك الأوهام المنسوجة حول التنمية السياسية من خلال التحليل والنقد والتفنيد لأسس ونظريات تلك التنمية في الأدبيات البرجوازية التي تصبّ بمجملها في خدمة السوق العالمية وحيتانها، وتعمل على تعميق التبعية للغرب، وعلى تهميش الجماهير وتفريغ الإستقلال الوطني من محتواه، والدفع بإتجاه التكيّف القسري مع الإتجاهات التلقائية للنظام الرأسمالي العالمي، والإنجراف بعيداً مع تيارات العولمة.
وفضيلة هذا الكتاب أنه جاء ليْعرّي ويدحض كل تلك الأوهام الخادعة المضلّلة التي لا يُنتظر منها غير المزيد من التوعث في مستنقع التخلف السياسي، والشلل الإقتصادي، والتصخر الثقافي... والفوات الحضاري.
