منظمة العفو الدولية حركة عالمية لأشخاص يناضلون من أجل إعلاء وتعزيز حقوق الإنسان المعترف بها دولياً.
وتتطلع منظمة العفو الدولية إلى بناء عالم يتمتع فيه كل فرد بجميع حقوق الإنسان المنصوص عليها في "الإعلان العالمي لحقوق الإنسان" وفي غيره من المعايير الدولية لحقوق الإنسان. وسعياً لتحقيق هذه الغاية تقوم منظمة العفو الدولية بأبحاث وأنشطة من أجل منع الانتهاكات الجسيمة التي تمس الحق في السلامة الجسدية والعقلية، وحرية التفكير والتعبير، والتحرر من التمييز، في إطار عملها للارتقاء بجميع حقوق الإنسان.
والتقرير الذي بين يدينا والصادر عن المنظمة لعام 2006 يوثق لحقوق الإنسان التي عنيت بها منظمة العفو الدولية في جميع أنحاء العالم خلال العام 2005.
ويستند نهج منظمة العفو الدولية في تناول انتهاكات حقوق الإنسان على التحديات والفرص المتاحة للتغيير في أية دولة أو منطقة. وتتقرر أنشطة المنظمة على ضوء الأهداف الاستراتيجية التي تحددها المنظمة في دولة أو منطقة ما. ونتيجة لذلك، تتناول منظمة العفو الدولية قضايا محددة في بلدان بعينها. ويتسم عرضها للحالات الفردية، كما ترد في ثنايا هذا التقرير، بالتركيز والإيجاز، وهو لا يعد عرضاً شاملاً مفصلاً. ومن ثم فإن عدم التطرق إلى قضية ما في أحد أبواب البلدان لا يعتبر دليلاً من منظمة العفو الدولية على عدم وقوع انتهاكات في هذا الصدد. وبالمثل، فإن عدم إفراد باب لبلد أو إقليم بعينه لا يعني أنه لم تحدث فيه أية انتهاكات لحقوق الإنسان مما تعني به منظمة العفو الدولية خلال العام 2005. كما لا يجوز اعتبار المساحة المخصصة في التقرير لبلد ما مقياساً لنطاق بواعث قلق المنظمة أو لعمقها.
ويتضمن هذا التقرير خرائط للمناطق الجغرافية تشير إلى مواقع البلدان والأقاليم. ويبدأ الباب المخصص لكل دولة بسرد بعض المعلومات الأساسية حولها. ولا يجوز اعتبار الخرائط أو المعلومات المتعلقة بالدولة مؤشراً على موقف المنظمة تجاه قضايا مثل وضع الأراضي المتنازع عليها.
