في النقاشات الدائرة بين أوساط الرأي العام ثمة تحفظ واضح حيال العقوبات، بيد أن هذا التحفظ لا يمنع السياسة الدولية من اللجوء إلى هذه الوسيلة باستمرار. فبالنسبة إلى الولايات المتحدة الأمريكية كان استخدان القوة الاقتصادية، تقليدياً، أحد الإجراءات المفضلة. فمنذ انتهاء الحرب الباردة فرضت الولايات المتحدة، عدة مرات، العقوبات الاقتصادية على العديد من البلدان. وكان الاتحاد الأوربي، أيضاً قد لجأ في كثير من الحالات إلى فرض ما تسميه اللغة المتداولة في بروكسل "الإجراءات التقييدية". وكان الاتحاد الأوربي قد نشر على الملأ في 17 حزيران/يونيو 2004 خطته العملية بهذا الشأن، وذلك في الوثيقة المسماة "المبادئ الأساسية لاستخدام الإجراءات التقييدية" ويحتل فرض العقوبات المحددة الهدف، أي الانتقائية الرامية إلى مجازاة أولئك الذين يتحملون مسؤولية انتهاج السياسات المستهجنة، مكان الصدارة في هذه الوثيقة.
ويعكس السعي إلى تطبيق العقوبات الانتقائية خيبة الأمل، بسبب النتائج السلبية التي أسفر عنها فرض العقوبات حتى الآن، والفزع من الآثار المدمرة التي خلفتها العقوبات الاقتصادية الشاملة في العراق.
وكان الجدل السياسي قد أهمل، في الآونة الأخيرة، مناقشة الشروط الواجب تحققها لضمان فاعلية العقوبات. من هنا، لا بد للمرء أن يسأل: ماذا تستطيع العقوبات فعله؟ وكيف تؤثر هذه العقوبات؟ وما النتائج التي يمكن استخلاصها من التجارب السابقة؟ وما العبر التي يمكن للعلوم السياسية أن تقدمها إلى الدوائر السياسية بشأن تأثير ومنافع وحدود هذه الوسيلة الدارجة الاستخدام في السياسة الخارجية؟
