مهما أوتي الإنسان من حدة في الذكاء واتساع في العقل فلن يقوى على وضع الأحكام التشريعية التي تحقق العدالة في الأرض بين البشر وتوفر لهم سبيل السعادة والرخاء في العيش ولما كان التشريع الإسلامي مستمداً من وحي الإله الذي خلق السماوات والأرض وسخر كل مافيهن للإنسان الذي استخلفه في الأرض ليعمرها, ففيه ضالة كل مؤمن والعدل في تشريعه يكمن, والرحمة في تطبيقه تبرز وعلى كل مؤمن أن يطلع على تلك الأحكام التي تنير بصيرته وتجعله قادراً على مواجهة أية معضلة تعترض سبيله أو عقبة تحول دون تقدمه فمن خلال التشريع الإسلامي يعرف كل فرد واجباته فيلتزم بها ويؤديها على الشكل الذي يرضي خالقه, ويتعرف على حقوقه فيحظى بها في مجتمع إسلامي يطبق تعاليم الدين الإسلامي ولا تنحصر معرفة الفرد على واجباته وحقوقه فحسب, بل يعرف من خلالها حقوق الآخرين فلا يعتدي عليها وإن انحرف واضطرب إلى الاعتداء فلا بد من عقوبات تأديبية حيناً وزجرية حيناً آخر. ويناقش موضوع العقوبات التي نص عليها الدين الإسلامي ويبين تفاوت تلك العقوبات في التعزيز حتى إقامة حد القتل ويدعو إلى تطبيقها بنزاهة لتنمو في الأعماق فكرتا الترغيب والترهيب ويتولد الخوف من القصاص لدى كل من تسول له نفسه الانحراف ليعيش الناس في مجتمع يسوده التسامح والمحبة والإخاء وينتفي منه كل ظلم واعتداء فلنعد إلى الأحكام الإسلامية ولننهل من معانيها كي يؤدي كل منا دوره كاملاً في هذه الحياة ويعيش الجميع إخوة متحابين في نأي عن الجرائم ومظاهر الانحراف. وقسم هذا الكتاب إلى خمسة فصول حيث تناول الفصل الأول أنواع العقوبات, أمثلة من الحدود والحقوق. والفصل الثاني المعاصي ذات الحدود. وفي الفصل الثالث المعاصي التي ليس فيها حد مقدر. وفي الفصل الرابع النهي عن ألوان من السلوك تنبعث منها الرذائل. وفي الفصل الخامس عقوبات المعاصي التي ليس فيها مقدر.
