إن عصر هذه الحقبة من الزمن سميت بعصر المحمول. فلا نكاد نرى شخصاً إلا وفي يده أو على أذنه جهازاً خلوياً، لاسيما أن هذا الجهاز بالرغم من صغر حجمه، وخفة وزنه يتمتع بإمكانيات هائلة كأداة ربط بالإنترنت ونقل البريد الإلكتروني وكاميرا وبكلمة واحدة كان حامله يحمل حاسوباً.
وقبل أن نعرض لقانون التجارة الإلكترونية نستعرض المصطلحات التي شاع استعمالها في التعامل بسبب استعمال شبكة المعلومات لصلتها به مباشرة أو غير مباشرة وعلى النحو الآتي:
1. Supranational: ويعني فوق الدولية، ولم يعد مصطلح الدولي international كافياً لوصف التجارة الأجنبية التي تحولت من الدولية إلى أكثر من ذلك. 2. Transnational: ويترجم إلى (عبر الدول) بدل عبارة متعددة الجنسية. وتحولت الجمعية العامة للأمم المتحدة من استعمال عبارة متعددة الجنسية إلى استعمال عبارة (عبر الدول).
