في كتابه هذا يضعنا القاضي الدكتور "عفيف شمس الدين" أمام مجموعة متكاملة من الإجتهادات الصادرة عن المحاكم في قضايا العمل والضمان الإجتماعي في لبنان بين عامي 1947 و2002م. وبما أن قضايا العمل تطرح دائماً إشكالات ومنازعات فلا بد للقانون من أن يقول كلمته حفاظاً على مصالح العمل، ومصالح الناس.
من هنا اعتبر القاضي "شمس الدين" أن للفقيه دوره وكذلك القاضي: "الأول يبدي آراءه العلمية شارحاً النص ومعلقاً عليه ومنتقداً له؛ والثاني يأخذ على عاتقه أمر التطبيق ووضع الحلول القانونية موضع التطبيق العملي". من هنا وجب على رجل القانون أن يكون مطلعاً على ما يصدر من المحاكم من إجتهادات تعينه في أداء واجبه، وكذلك الباحث المختص.
ومن أجل توفير الوقت والجهد كان هذا المصنف الذي يتضمن نماذج من الإجتهادات المتعلقة بنقاط قانونية معينة ومعها بعض القرارات المماثلة، مع إيراد موجز لكل اجتهاد موضوع البحث، وخلاصات أحكام.
لأجل ذلك قسم العمل إلى قسمين: القسم الأول يتناول قضايا العمل ويضم عشرة فروع هي: صلاحية، أجير، عقد العمل، الأجر، إجازات، طارىء عمل، الصرف من الخدمة، تعويض نهاية الخدمة، مرور الزمن، عقد العمل الجماعي. أما القسم الثاني فيتناول موضوع الضمان الإجتماعي ويضم فرعان: الأول الأجراء الأجانب، والثاني قرارات مختلفة.
يتضمن الكتاب قضايا العمل من صلاحية - اجير - عقد العمل - الأجر-اجازات - طارىء عمل -الصرف من الخدمة - تعويض نهاية الخدمة -مرور زمن - عقد العمل الجماعي - ثم الضمان الاجتماعي من الاجراء الاجانب وقرارات مختلفة .
