يشكل قانون أصول المحاكمات الجزائية، صمام الأمان فيما يتعلق بمسألة الحريات العامة، ذلك أنه ينظم الملاحقة الجزائية التي من شأنها أن تؤدي إلى تقيَد مثل تلك الحرية، وأحياناً إلى حجزها.
يعتني هذا الكتاب بالأصول الموجزة للملاحقة الجزائية المنصوص عنها في الفصل السابع من الباب الأول في القسم السادس من قانون أصول المحاكمات الجزائية (المواد من 203 إلى 207)، فقد نصت المادة 203 من قانون أصول المحاكمات الجزائية، على أنه "تطبق الأصول الموجزة على مخالفة الأنظمة البلدية والصحية، وأنظمة السير...".
وعليه فإن خطة الكتاب التي اعتمدها الكاتب ستنطلق من معالجة مختلف القوانين والأنظمة التي تصت عليها المادة 203 المذكورة، وبالترتيب الوارد فيها، وبعدها يصار إلى إستعراض القوانين الأخرى، والأنظمة التي تطبق على مخالفتها الأصول الموجزة، في فصل آخر لكيفية صدور الحكم ومفاعيله، وفي فصل أخير لكيفية إنفاذ الحكم المذكور وآليته.
