يأتي هذا الكتاب ضمن اهتمام المكتب بنقل الخبرات والمعلومات والتجارب الحديثة المطروحة في الساحة العالمية ونشرها باللغة العربية. والكتاب من بين إصدارات المعهد الدولي للتخطيط التربوي التابعة للمنظمة العالمية للتربية والعلم والثقافة (اليونسكو).ويهدف الكتاب إلى توفير أساس تصوري لتعريف فعالية المدرسة، من خلال وصف متغيرات المدرسة، ومستوى الفصل الدراسي، ومراجعة البيانات المتاحة من حيث العلاقات بين الشروط المعينة المطواعة والإنجاز التربوي، والتأمل في النماذج النظرية المستخدمة في تفسير افتراض فعالية عوامل معينة، والنظر في أي من هذه النماذج قادر على توفير دوافع يمكن تطبيقها لاستحثاث فعالية المدرسة، والإشارة إلى تطبيقات عملية للأساس المعرفي لفعالية المدرسة يمكن أن تفيد المخططين التربويين. وقد صنف الكتاب في خمسة فصول ، اختص الأول منها بمفهوم فعالية المدرسة، وراجع الفصل الثاني الأساس المعرفي الذي نجم عن مختلف تيارات البحوث في مجال الفعالية التعليمية، وعرض الفصل الثالث للنظرية الاجتماعية الأكثر رسوخًا لاكتشاف الآليات الكامنة وراء ما يجعل التمدرس فعلاً، وألقى الفصل الرابع نظرة على استخدام عوامل تنشيط الفعالية التي تم تحديدها كنموذج للتحسن المدرسي، وأشتمل الفصل الخامس على خاتمة الكتاب.
