ترجع أهمية هذا الكتاب إلى أنه يتناول العديد من موضوعات حُقُوق الإنسان التي تهم المجتمع بصفة عامة ورجال إنفاذ القانون بصفة خاصة، إذ تعينهم على ممارسة مهام وظيفته الأمنيَّة في إطار من إحترام القانون، وخاصة فيما يتعلق بماهية وأنواع حُقوق الإنْسان وحرياته الأساسية وضمان إحترامها، والمواثيق الدَّوليَّة والإقليميَّة ذات الصلة، وتطبيقاتها المختلفة، وكذا أطر حمايتها في التشريعات الوطنية.
وجدير بالذكر ان الأمن بشكل محور تفكير الإنْسّان سواء كان فرداً أم جماعة، إذ يعد الأمن الأولويّة الأولى والمصلحة العليا للدولة، فلا يستقيم نظام ولا يقوم إقتصاد دون ترسيخ وتوطيد دعائم الأمن والإستقرار، وأصبح العمل الأمني يحتل مكاناً كبيراً في صميم النطاق الواسع لخطاب حٌقوق الإنسان وإهتمام المنظمات المعنية بها.
من هذا المنطلق، كان من الضروري العمل من أجل تعزيز قيم الأمن أيضاً وبما يتفق معا معايير حقوق الإنسان العالمية، فالأصل أن إحترام حقوق الإنسان وتعزيزها وحمايتها يجب أن يأخذ بعين الإعتبار كذلك الحرص على حفظ الأمن والنظام وإحترام حقوق وحريات الآخرين، فالحريات المسؤولة مهمة في تنظيم المجتمع وتعزيز تقدمه وتطوره، فكل حق كما هو معلوم يقابله واجب وهذا يستدعي تحقيق الموازنة دائماً بين حقوق الأفراد وواجباتهم وكذلك بين حقوق الإنسان والأمن بمفهومه الشامل.
ومن ثم فقد تم إعداد هذه الكتاب وتقديمه بصورة موجزة ومبسطة لتمثل قيمة رمزيّة لدى المجتمع بأسره بكافة مكوناته وقطاعاته المختلفة، لتعزيز وإرساء مفهوم حقوق الإنسان، على أسس راسخة نابعة من حب الوطن والإنتماء إلى ترابه.
