تُعدّ ظاهرة التنظيم الدولي من الظواهر الحديثة التي ظهرت بشكل جليّ عقب الحرب العالمية الأولى، ولكنها نمت وازدهرت بشكل أكبر بعد الحرب العالمية الثانية؛ بسبب تشعّب العلاقات الدولية وتطوّرها بشكل كبير، ونتيجة لوجود رغبة جامحة لدى الدول الاعضاء في المجتمع الدولي إلى تنمية العلاقات الدولية وتعزيز التعاون فيما بينها، وكذلك مواجهة المشكلات التي قد تطرأ بسبب تشعّب تلك العلاقات وتداخلها.
كما لعب التقدم العلمي والتطوّر التكنولوجي دوراً مُهمّاً وكبيراً في تقوية أواصر العلاقات الدولية؛ إذْ قرّبت وسائل الإتصالات والنقل والإنترنت العلاقات بين الدول والشعب، وأخرجت الدول من حالة العزلة والإنطواء التي اتَّسمت بها العلاقات بين الشعوب في الماضي.
وقد كان لتعزيز سُبل التواصل بين الدول والشعوب ضرورة إجتماعية وحاجة أساسية لتقوية الروابط، وتعزيز سُبل التنسيق والتعاون فيما بين الدول من أجل حماية مصالحها المختلفة التي قد تكون سياسية أو إقتصادية أو إجتماعية أو ثقافية.
فالعالم يتكوّن من مجموعة وحدات مُتكاملة لا بُدّ من وُجود تعاون وترابط بينها بشكل دائم ومستمرّ لتحقيق التقدم والإزدهار، وكذلك للمحافظة على الأمن والإستقرار، ومنع العنف والحروب والصراعات التي أسهمت على مرّ العصور في خلق الفوضى وعدم الإستقرار.
فالدولة مَهْمَا اتَّسعت إمكاناتها، وبلغت قوتها، واستقرت أوضاعها على كل الصعد، لا تستطيع أن تدّعي الإكتفاء الذاتي، والعيش بمعزل عن بقية الدول الأخرى، فالدولة كالفرد تحتاج للتواصل والتعاون مع الغير لإشباع حاجاتها، وتحقيق رغباتها وتطلعاتها، وهذه هي سنة الحياة.
بناءً على ما تقدّم، يتناول هذا الكتاب دراسة موضوع التنظيم الدولي في الأبواب الآتية: الباب الأول: القواعد العامة للمُنظمات الدولية ومبادئها، الباب الثاني: دراسة تحليلية لبعض المنظمات الدولية والوكالات المتخصّصة، الباب الثالث: المنظمات الإقليمية.
