يعرض هذا الكتاب الآراء المتضاربة في شرح مفهوم "علم العمران" الخلدوني، كثير من هذه الآراء والشروحات أعطت ابن خلدون الأولوية أو الفضل في اكتشاف جوانب عديدة من العلوم الاجتماعية. فهناك من يرى أن ابن خلدون هو "أول" من وضع أسس العلوم الاجتماعية، أو على وجه التحديد، إنه "مؤسس" فلسفة التأريخ، و"أول عالم اجتماع، والمفكر الذي وضع الأساس الرئيسي للأثنولوجيا، و"الرائد" ف يعلم السياسة، و"الأب" لعلم الاقتصاد، ومن أوائل من اهتم بدراسة علم الجغرافية البشرية وعلم التربية الاجتماعية.
والغرض من هذه الدراسة التي شملت أكثر من 300 مرجع، ليس فقط عرض التفسيرات المتباينة بل وأيضاً معرفة أسباب هذا التضارب في معنى العلم الخلدوني، وما اتفقت عليه تلك المراجع العديدة هو أن "علم العمران" علم، ولكنها اختلفت في شرح معنى موضوع "العمران". ويمكن اعتبار هذه الدراسة أول محاولة في تطبيق قواعد أو خصائص العلم الحديث، على مفهوم العلم الخلدوني. وقد توصلت إلى نتيجة هي أن خصائص العلم الحديث المهمة تنطبق حقاً على كلمة أو مفهوم "علم" التي استخدمها ابن خلدون في مقدمته. هذه النتيجة تقود إلى المرحلة التالية: فحص الآراء العديدة التي ذكرت أن كثيراً من أفكار ونظريات ابن خلدون سبقت آراء بعض المفكرين المحدثين والمعاصرين.
ولكن تعرض آراء ابن خلدون في مواضع معينة تتعلق بالعلوم الاجتماعية، فقد اعتمد في الدراسة على نصوص من مقدمته. الحق يجب أن يقال: إن أفكار ابن خلدون المهمة في المقدمة لا تجتمع في مكان واحد أو تحت عناوين معينة، كما أنها تعاني أحياناً من التكرار. لذا تم جمع وترتيب وتنسيق آرائه المبعثرة هنا وهناك في كتابه، بأمانة علمية.
