القانون البحري هو مجموع القواعد القانونية المتعلقة بالملاحة البحرية. وهو يشمل القواعد القانونية التي تنظم العلاقات البحرية بين الدول سواء في وقت السلم أو فيوقت الحرب. وهذا الكتاب يركز بالدرجة الأساس على القانون البحري الخاص أو مجموعة القواعد القانونية التي تنظم العلاقات الخاصة الناشئة عن الملاحة البحرية، ويعرض بصفة فرعية لبعض قواعد القانون الإداري البحري التي تتصل بالقانون البحري الخاص اتصالاً وثيقاً.
وبما أن السفينة هي الإدارة الرئيسية للملاحة فإن المؤلف يعرض للنظام القانوني الذي أحاطها به المشرع والذي تتميز بواسطته عن غيرها من الأموال والمنقولات. كما يعرض المؤلف أيضاً لطوائف من الأشخاص الذين تحكمهم قواعد خاصة وهم مالك السفينة أو مجهزها والربان، والطاقم والمرشد، وأمين السفينة، وأمين الحمولة ومقاول الشحن والتفريغ.
كما يعرض للبضائع المنقولة بحراً، كما يتناول العمليات القانونية التي ترد على البضائع المنقولة وهي البيوع البحرية والاعتماد المستندي ونقل الركاب، ولا يغفل المؤلف الحديث عن الحوادث البحرية، فيعرض أثناء ذلك للتصادم البحري والمساعدة البحرية والخسارات المشتركة، إضافة إلى عمليات التأمين البحري. والكتاب مخصص بالأساس لطلبة كليات الحقوق إضافة إلى القضاة والمحامين.
