كتب هذا الكتاب، في بحوث أو مقالات، خلال الفترة من منتصف عام 1985 حتى نهاية عام 1987. وكان القصد في البحوث أو المقالات أن تتولى، من واقع العلم وصحيح الفقه وصحيح الدين، تفنيد شعارات بلا مضمون، وعبارات بغير معنى، ومقولات دون تحديد، تلقى جميعها، ثم تنشر بين الناشئ لأغراض سياسية وأهداف حزبية، فتستعمل الدين فيما لم ينزل له وتستخدم الشريعة فيما ينبو عنها. نودي ذلك أن الكتاب، بكل أجزائه، كتب في جدال سياسي، وأن قصد أن يركن إلى العلم وأن يعمد إلى الفقه وأن يستند إلى الدين.
وقد تناول شعارات "الإسلام السياسي" واحداً بعد الآخر، بالدراسة والتحليل والتفنيد، وكان يتخذ من مصر أساساً للبنيان ومحوراً للحديث وذلك كنموذج، فما يصدق عليها يصدق على غيرها، إن اتفقت الظروف وتما ثلث الأحوال. وفي هذا الكتاب استخدم عنوانه "الإسلام السياسي" لأول مرة، كصفة للجماعات والهيئات التي تهدف إلى السياسة أساساً، وترمي إلى الحزبية أصلاً، وأن غلّفت أهدافها بأردية من الدين أو بأقنعة من الشريعة.
أراد الله للإسلام أن يكون ديناً، وأراد به الناس أن يكون سياسة والدين عام إنساني شامل، أما السياسة فهي قاصرة محدودة قبلية محلية ومؤقتة. وقصر الدين على السياسة قصر له على نطاق ضيق وإقليم خاص وجماعة معينة ووقت بذاته.
الدين يستشرف في الإنسان أرقى ما فيه وأسمى ما يمكن أن يصل إليه، والسياسة تستثير فيه أحط ما يمكن أن ينزل إليه وأدنى ما يمكن أن يهبط فيه. وممارسة السياسة باسم الدين أو مباشرة الدين بأسلوب السياسة يحوله إلى حروب لا تنتهي وتحزبات لا تتوقف وصراعات لا تخمد وأتون لا يهمد، فضلاً عن أنها تحصر الغايات في المناصب وتخلط الأهداف بالمغانم وتفسد الضمائر بالعروض.
لكل أولئك فإن تسييس الدين أو تديين السياسة لا يكون إلا عملاً من أعمال الفجار الأشرار أو عملاً من أعمال الجهال غير المبصرين، لأنه يضع الانتهازية عنواناً من الدين، ويقدم للظلم تبريراً من الآيات، ويعطي للجشع اسماً من الشريعة، ويضفي على الانحراف هالة من الإيمان، ويجعل سفك الدماء ظلماً وعدواناً، عملاً من أعمال الجهاد.
