"وضع لنا الكاتب في كتابه ذلك خطه محمكمة في تناول موضوع المعاملة الضريية للدخل غير المشروع من حيث عناصر المشكلة وفرضيات الدراسة وتعريف المصطحات ومحددات منهج الدراسة.
وتناول الكتاب قانون ضريبة الدخل الاردني رقم 57 لسنة 1985 وتعديلاته حتى التعديل الاخير بموجب الانون رقم 39 لسنة 2003 , وقد عرض الكتاب بإتباعه المنهج التحليلي المقارن مدى خضوع الدخل غير المشروع الضريبة الدخل شاملا بذلك تحليل الآراء الفقهية المختلفة وإتباع المنهج الاستنباطي في الوصول الى الرأي السليم والترجيح بين الآراء المطروحة واشتمل الحديث في هذا الكتاب على مبدأ المشروعية وصلته بالقانون الضريبي وذلك ضمن مبحثين الأول يعالج مفهوم مبدأ المشروعية ومصادره والثاني يعالج ذاتية القانون الضريبي وصلته بمبدأ المشروعية أما الفصل الاول فقد خصصه الكاتب للحديث عن معالجة موضوع الدخل وفقا لمبدأ المشروعية في مبحثين الأول مفهوم الدخل ومدى شموله للدخل غير المشروع والثاني صلة مفهوم الدخل بمدأ المشروعية وتنتقل الى الفصل الثاني الذي تنال موضوع موقف الفقه والقضاء من مسألة خضوع الدخل غير المشروع لضريبة الدخل ومشروعية النفقة في مبحثين الاول يعرض للاتجاه المؤيد لخضوع الدخل غير المشروع لضريبة الدخل والثاني يشمل العرض للاتجاه المعارض لخضوع الدخل غير المشروع لضريبة الدخل والثاني يشمل العرض للاتجاه المعارض لخضوع الدخل غير المشروع لضريبة الدخل والخلاف حول مشروعية النفقه."
