يضم هذا الكتاب مجموعة من الدراسات تتناول النشاط التأميني، بأشكاله المختلفة، من منظور تاريخي إقتصادي، وتحفر في عمق التاريخ للكشف عن الأشكال الأولية لمؤسسة التأمين في شريعة حمورابي في العراق القديم، وفي الجزيرة العربية ومناطق أخرى، واستخدام التأمين في الكتابات الإقتصادية الكلاسيكية (آدم سميث وكارل ماركس كنموذجين). وتطور مفهوم قابلية الأخطار للتأمين، وارتباط أشكال التأمين بالتشكيلات الإقتصادية – الإجتماعية، وقراءة نقدية عقلانية لموقف إسلامي من مؤسسة التأمين. ويهدف الكتاب إلى تأكيد عراقة مؤسسة التأمين وكذلك دورها في الحياة الإجتماعية والإقتصادية.
يقول د. كامل العضاض في تقديمه للكتاب أنه يعرض ويترجم ويناقش من مصادر رصينة، يمنهج نقدي موضوعي وأمين وحاذق لموضوعة التأمين من منظور تاريخي فهو بهذا المدخل يدوّن، نقدياً ونصوصياً، تاريخ التطور التجاري والإقتصادي والإجتماعي للحضارات الأولى، وطبيعة العقود التي كانت تعقد لتجنب أو، في الأقل، لتخفيف مخاطر الصفقات التجارية، البرية والبحرية، ما بين المقرض والمقترض، في أول الأمر، ثم ما بين المدين والدائن، ومن ثم ما بين المؤمن له والمؤمن.
ويعرض أيضاً تطور خدمات التأمين لتتنوع، إلى تجارية، برية وبحرية، ومن ثم إلى تأمين ضد المخاطر على الموجودات، وتأمين ضد الأحداث، وتأمين على الحياة، وتطور أساليب حساب درجة الأخطار المحتملة، و / أو درجة التيقن، باعتماد نظم الإحصاء والإحتمالات، وجداول الحياة، وغيرها. ولكن تقنية التأمين الحديثة لم تبلغ مداها المعاصر، إلا عبر تطور تاريخي للحضارات الإنسانية منذ مطلع التاريخ. وفي هذا السياق تأتي الحضارة البابلية، كعصر ريادي، لبلورة قوانين تقدم أحكاماً لدفع التعويض ما بين متعاقدين تجاريين، أو للتعويض عن حوادث، مثل الحريق والتلف وغيرها.
يشكل هذا المنظور التاريخي الموثّق، بجهد حصيف وأمين، قاعدة معرفية منيرة، ليس فقط للمختصين في نشاط التأمين، إنما أيضاً لدارسي تأريخ الإقتصاد العالمي، بل وللإقتصاديين المهتمين بتطور الفكر الإقتصادي.
