تأسست التنمية التشاركية على المشاركة المتبادلة تنموياً بين القطاع الحكومي والقطاع الخاص والمنظمات غير الحكومية المحلية والأجنبية والقطاع الأهلي/ المجتمعات المحلية. وتجاوز هذا المفهوم الأبعاد التنموية بعموميتها بحيث بات ممكناً الآن الحديث عن الإدارة التشاركية والتربية التشاركية والنهج التشاركي والفلسفة التشاركية وعلى مستويات عديدة ومتداخلة من الفرد حتى الجماعة وصولاً الى المجتمع بأكمله بما في ذلك ضمناً المؤسسات الاجتماعية. إن التشاركية بأنواعها المختلفة ومستوياتها المتباينة تعتمد أساساً على التعاون والتكاتف والتعاضد وروح الجماعة أو الفريق والثقافة المؤسسية التعاونية بوجه عام. والتشاركية تشمل كافة العلاقات الاجتماعية وتتناول بصورة خاصة الفئات المستبعدة والمهمشة (ولاسيما المرأة والشبيبة) ولا تقتصر على المجتمع والعلاقات فيه بل وتشمل الصلة بين المجتمع البشري والطبيعة إذ يلزم أن تقوم هذه الصلة والتفاعل المجتمعي الطبيعي ارتكازاً الى التشاركية وليس الى القهر والتدمير. هذا الكتاب يركز على تربية وتنمية ثقافة المشاركة والمهارات التشاركية بدءاً من المنظومة التربوية- التعليمية أي من البيت والحضانة الى التعليم الأساسي فالجامعي ووصولاً الى منظومة الدراسات والبحوث في مراكز ومعاهد ومؤسسات البحث.
