الصمت والكتمان وجهان لعملة واحدة، إلا أن الصمت يعني: السكوت، والكتمان: إخفاء الشيء، والتكتم: الإصرار على إخفائه. وللصمت والكتمان مواقع تاريخي، وكان لهما في صدر الإسلام أثر استراتيجي-أحياناً-في تكوين المجتمع الإسلامي في أجواء الكبت والإرهاب التي كانت تسود بعض منطقة شبه الجزيرة العربية سواء قبل البعثة-حيث كان رسول الله صلى الله عليه وسلم يعمل في الخفاء وبعيداً عن أنظار، وحتى علم، القبائل وزعمائها اللذان كانا يعارضان فكرة الإسلام-أو بعد وفاة رسول الله صلى الله عليه وسلم- حيث كان بعض الصحابة المخلصين يكتمون ما لديهم، وما يعملون لحفظهم من الأيادي التي أخذت طريق الحكم، ولما كان للصمت في العهد الإسلامي الأول وفي باقي العهود أثر فعّال في بقاء الإسلام وبناءه، اعتنى "محمد تقي باقر" بوضع رسالته التي نقلب صفحاتها والتي يجمع فيها أخباراً وقصصاً كان فيهما للصمت والكتمان أثر فعال، كما ويجمع فيها بعض ما جاء من آيات قرآنية وأحاديث نبوية شريفة وأقوال رويت عن الأئمة عليهم السلام في هذا المضمار، وكان رائده في كل ما جمع وكتب كتب السيرة والتاريخ.
