رسالة "الإصلاح الإداري لتنظيم شؤون المسلمين في لبنان -المرسوم الاشتراعي رقم 18 لسنة 1955 وتعديلاته لسنة 1967"، بحث علمي فريد -حتى الآن- في بابه، بذل فيه المؤلف المحامي الأستاذ عدنان أحمد بدر جهداً يدل على سعة إطلاعه، ودقة ملاحظاته، وبراعته في جمع شتات المسائل والمقارنة بينها، والملاحظة عليها.
وقد توصل فيه الباحث إلى نتائج ومقترحات إصلاحية ليست -بالضرورة- محل اتفاق بين أهل الرأي من المسلمين، بل هي كأي جهد علمي مخلص لا يخلو في مجمله من صواب، كما قد يشتمل على خطأن في التصور والتقدير.
وبالعودة لمتن الدراسة نجدها تصب في خانة الدفاع عن الوجود الإسلامي في لبنان الذي تعرض وما زال يتعرض لكثير من المخاطر والمشاريع السوداء.
وهكذا فقد بدأ من الدراسة بعرض مكثف لما كان عليه التنظيم الإداري إبان الدولة العثمانية وأثناء حقبة الانتداب الفرنسي، ثم عمد إلى دراسة المرسوم الاشتراعي منذ أن كان مشروعاً لغاية صدوره، وعرض للتعديلات التي أدخلت عليه أكثر من مرة، والمؤسسات المنبثقة عنه، وانتهى بمقارنة عامة لمدى مطابقة أو مخالفة المرسوم لمبدأ الشورى الإسلامي.
