تعتبر أزمة لوكربي القائمة بين الجماهيرية الليبية وكل من الولايات المتحدة وبريطانيا وفرنسا، إحدى نقاط التصادم البارزة في تاريخ العلاقات الليبية –الغربية، والتي اتسمت بالتدهور المستمر، في فترة ما بعد ثورة الفاتح من عام 1969م، وذلك نتيجة لتوجهات القيادة الليبية الداعمة للعديد من الحركات والأفكار التحررية في العالم عامة، وفي العالم الثالث على وجه الخصوص.
ووسط الأحداث والتطورات المتتالية للأزمة الليبية-الغربية، تظهر تساؤلات عديدة حول موقف جامعة الدول العربية (كمنظمة عربية اقليمية)، وآلية تعامل الجامعة العربية معها،والإجراءات والأساليب التي اتبعتها للحيلولة دون المساس بأمن واستقلال الجماهيرية الليبية. وعليه يعمد هذا الكتاب إلى التركيز على الموقف العربي من أزمة لوكربي، من خلال تناول موقف جامعة الدول العربية من الأزمة والتي تشكل نقطة أساسية وخطيرة في طبيعة العلاقات الليبية –الغربية، وذلك من خلال تناول تطورات الأزمة في الفترة 1988-1999م وتطور مواقف الدول الأطراف في الأزمة، وموقف الجامعة العربية في كل مرحلة من مراحل الأزمة والعوامل التي أثرت وشكلت ذلك الموقف ومدى تأثير البيئة الداخلية والخارجية للجامعة العربية على موقفها وجهودها المبذولة في سبيل تسوية الأزمة كأزمة عربية –دولية.
